Since 1948, Indonesia’s bebas-aktif foreign policy has remained a constant, but a changing global order is putting the doctrine to the test. At an IIFA discussion in Padang, scholars debated whether Indonesia should adapt the doctrine to today’s multipolar world or strengthen its capacity to make bebas-aktif truly effective.
